Non Smoking
All convention meeting rooms will be non-smoking with adequate breaks allowed
for smokers. (Adopted 1993 Annual Convention - August 29, 1993)
1995: Royalty Lodging, International Sponsorships Resolutions
Royalty Lodging
The Hosting Rodeo Association is encouraged to provide lodging for the visiting
IGRA royalty group of up to three (3) persons. This can be either hotel or
private home. A notice of no less than thirty (30) days will be given to the
Hosting Association. (Adopted 1995 Annual Convention - July 30, 1995)
International Sponsorship
The International Sponsorship Committee will strive to be fair and equitable to
all Member Associations in negotiating International sponsorships. (Adopted
1995 Annual Convention - July 30, 1995)
1996: Association PO Box Resolution
PO Box
In order to avoid annual changes in Member and Recognized Associations'
addresses, Member and Recognized Associations are strongly encouraged to secure
and maintain a permanent Post Office box. Should a change of address be
necessary, Member and Recognized Associations are strongly encouraged to make
the change at least thirty (30) days prior to Finals Rodeo. (Adopted 1997
Annual Convention - July 28, 1996)
2003: Finals Rodeo Bids
Finals Rodeo
Any Member Association proposing a bid for Annual Convention or Finals Rodeo
must declare that intention at the Trustees' Board Meeting immediately
preceding convention. (Adopted 2003 Annual Convention - August 3, 2003)
2004: Convention, Hall of Fame Resolutions
Hall of Fame
Whereas, The Hall of Fame Committee was created by resolution at the 2003
Annual Convention and charged with creating the IGRA Hall of Fame and choosing
inductees by the 2004 Annual Convention; and Whereas, the delegates of the 2004
Annual Convention have approved a proposal to add the IGRA Hall of Fame to the
IGRA Bylaws and Standing Rules; and Whereas, the Hall of Fame Committee has
publicly solicited nominees from Member Associations, considered the nomination
requirements, and selected inductees into the IGRA Hall of Fame consistent with
the guidelines in the proposal; now, therefore, be it
Resolved, that the IGRA Hall of Fame begin immediately;
Resolved, that the inductees be announced at the awards luncheon on Sunday; and
Resolved, that the inductees be presented with their awards at a time and place chosen by the committee to accord the inductees the appropriate level of honor and recognition. (Adopted 2004 Annual Convention - November 14, 2004)
2006: Election of Officers, E-mail Resolutions
Officers
Whereas, Proposal 12 was passed by the 2005 IGRA Annual Convention; and
Whereas, there exists a need to effect a transition to the new schedule of the
election of officers; now, therefore, be it
Resolved, that in 2006 elections be held for President and Treasurer for two-year terms and for Secretary for a one-year term. (Adopted 2005 Annual Convention - October 24, 2005)

Resolved, That the IGRA Event Entry Form be amended to include a box for
contestant E-mail contact address;
Resolved, That giving the E-mail address be optional for the contestant; and
Resolved, That no Association be allowed to use, distribute, or sell contestant E-mail addresses for any purpose other than relates to its own rodeo and related events.
2007: E-mail lists, Dance Competition

Resolved, That IGRA recommend Member and Recognized Associations not add anyone
to a public E-mail listing without his or her permission;
Resolved, That IGRA recommend Member or Recognized Associations use a double opt-in process* for any publicly available online sign-up form; and
Resolved, That IGRA recommend Member or Recognized Associations counsel members on strategies to reduce E-mail spam.
[*In a double opt-in system, an address entered into the form is sent a confirmation email. The receiver must then either reply to the message or click a link embedded in the message before that address is added to the list. This prevents any third party from signing up someone without their permission.]
Dance Competition Resolution
Resolved, That in 2008, dance workshops and dance events will be held at
University and the dance competition will be delayed until 2009.
Resolved, That $2,000.00 from the 2008 budget be earmarked to support the dance activities at University. (Adopted 2007 Annual Convention - November 11, 2007)
2023: International Country/Western Dance Competition Resolution
Whereas, it is a goal of the International Gay Rodeo Association to promote the Country/Western lifestyle, and
Whereas, Country/Western dance is an important element of the Country/Western lifestyle; now, therefore, be it
Resolved, That, if IGRA produces an International Country and Western Dance Competition, it be conducted as listed below.
INTERNATIONAL COUNTRY/WESTERN DANCE COMPETITION
Direction to the Secretary Upon passage of BSR-14, the Secretary is directed to delete Exhibits D01, D02, D03, D04, and D05 and archive them indefinitely for potential future use.
2024: RESOLUTION TO ESTABLISH THE THOM DEVLIN RODEO SCHOOL SCHOLARSHIP
WHEREAS, the Thom Devlin Rodeo School Scholarship is established to honor the memory of Thom Devlin and his work, alongside his partner Michael Martinez Arenas, in supporting rookies in rough stock events through their business, “Not My First Rodeo,” and;
WHEREAS, this scholarship aims to encourage participation in IGRA rodeo schools and attract newcomers who may subsequently join associations as competitors or volunteers;
RESOLVED, The IGRA President shall appoint a program manager to administer the scholarship; and
RESOLVED, the program manager shall govern the Thom Devlin Rodeo School Scholarship in accordance with the guidelines below; and
RESOLVED, that the program manager shall create a proposal for the 2025 Convention to establish formal rules for the scholarship to be included in the governing documents of IGRA.
Thom Devlin Rodeo School Scholarship Guidelines
A. The Thom Devlin Rodeo School Scholarship is established to support participation in rodeo school of folks who have never competed in an IGRA-sanctioned rodeo. This scholarship was created to honor the late Thom Devlin, who, alongside his partner Michael Martinez Arenas, sponsored rookies in rough stock events through their business “Not My First Rodeo.” This scholarship will continue Not My First Rodeo’s work and enable associations to attract newcomers who will hopefully go on to join an association and compete or volunteer.
B. To be eligible to receive the scholarship, the recipient is someone who has never competed in an IGRA sanctioned rodeo and is participating in an IGRA rodeo school.
C. The following process will be used to disburse funds:
1. The hosting association will submit an intent to use scholarship funds and relevant registrant costs to the assigned program manager.
2. The program manager will work with the treasurer to ensure availability of funds and relay the number of contestants the scholarship can support.
3. The hosting association will keep a record of rodeo school registrations consisting of the registrant’s name, what events they did, and total cost for the registrant’s participation.
4. The hosting association will submit the list to program manager for certification.
5. The program manager will certify final cost to the scholarship and send request to the IGRA treasurer for payment to the hosting association.
D. Additional Terms and Conditions:
1. The scholarship fund will be financed through fundraising or donations.
2. No money will be moved from the scholarship to fund any other IGRA debt or endeavor.
3. A quorum of royalty titleholders (Association and IGRA) can vote to fund rookie entry into finals from this scholarship if the remainder of a year’s reserve is in excess of $2000.
2024: Judges Certification Program
Whereas, proposal ROC-02 was passed by the 2024 IGRA convention and this proposal affects current IGRA Student, Rookie and Junior Judges, be it resolved that:
1. Each Student, Rookie, and Junior Judge currently in the Judges program will be evaluated by the Judges Lead using current performance records to determine which competencies will be credited toward their progression through the program. Their appropriate level of certification will be established accordingly.
2. The certification status of each trainee will be reported by the Judges Lead to the Rodeo Officials Committee Chair.
2024: Corrections to IGRA Governing Documents
WHEREAS, the IGRA Convention seeks to have its governing documents, forms and exhibits accurately reflect the business approved at its annualConvention;
RESOLVED, The Secretariat of IGRA shall have the authorization and responsibility to correct any grammatical, formatting, spelling, referential, or representational errors discovered between annual Conventions, as long as they result in no change to the will of the Convention; and
RESOLVED, Any representational changes shall be reported at the next IGRA Board of Directors meeting.
